APP to launch intensive ILP checking drive
ITANAGAR, Jan 25: Taking serious note of the influx of outsiders to Arunachal Pradesh without valid Inner Line Permit (ILP), Arunachal Pradesh Police has decided to conduct intensive drive for checking of ILP throughout the state.
“A few instances have come to the notice of the authorities that people from outside Arunachal Pradesh have entered into the state without valid Inner Line Permit. There is a legal requirement that any person who is not from Arunachal Pradesh, while entering the state, is required to have an ILP,” Inspector General of Police (Law and Order) Satyendra Garg said in a press statement.
He instructed Superintendents of Police of all the districts to ensure that anybody who is not a bonafide resident of Arunachal Pradesh must have a valid ILP to enter the state. Check gate police staff will ensure compliance of ILP requirements, he said.
“APP will ensure that all those entering state must be bonafide residents of Arunachal Pradesh or have valid ILPS.”
Police will also check every vehicle, including those with red beacons and security pilot/escort vehicles, while entering the state. Police officials not carrying out these instructions strictly will be departmentally dealt with,” he said.
He informed that the department has already initiated action against those officials who allowed persons from adjoining states travelling in a vehicle with red beacon and security vehicles recently to enter into the state,” he added.
Guest House for workers inaugurated
ITANAGAR, Jan 25: Much to the delight of the workers/labour class in the state, the Arunachal Pradesh State Labour Guest house was today inaugurated by Arunachal Pradesh Building and Others Construction Workers Welfare Board Chairman Jalley Sonam in a simple but impressive function held at T.T Plant, 'O' point Itanagar.

Legal services clinic opens in Yupia
ITANAGAR, Jan 25: Arunachal Pradesh State Legal Services Authority has opened a Legal Services Clinic at District and Sessions Court Building, Yupia yesterday.
Yupia apart, there will be two more such clinics at Lumla and Changlang. These clinics are being opened throughout the state under the initiative of National Legal Services Authority to provide legal services to all eligible legal aid applicants in the nature of legal counseling, mediations including drafting and conveyancing and preparation of applications to the authorities.
While inaugurating the clinic, District and Session Judge (Yupia) cum Member Secretary, Arunachal Pradesh State Legal Services Authority Budi Habung called upon the participants to make people aware of such free legal services under the state authority.

PM CTA visits Tawang
TAWANG, Jan 25: The Sikyong (Prime Minister) of Central Tibetan Administration (CTA) Dr. Lobsang Sangay was given a warm welcome by Minister Tourism and RWD, Pema Khandu with traditional garlanding of ‘Khatak’ (scarps) on his arrival at Urgen Sangpo Helipad, Tawang. Arunachal celebrates National Voters Day
ITANAGAR, Jan 25: Along with the rest of the country, the 4th National Voters Day (NVD) was celebrated throughout Arunachal Pradesh in a befitting manner today. The theme for the 4th NVD is Ethical Voting. National Voters Day is started from 25 January 2011.
At Itanagar, the NVD was celebrated at Banquet Hall here. The programme was organized by the DEO Papum pare district.
Addressing the august gathering on the occasion Chief Secretary, GoAP, H.K. Paliwal said that vote is the most effective tool of the people to participate in the democratic process of the country. It is a constitutional right of every citizen of the country to participate in election process and it is duty of every citizen to vote in every election fearlessly and without being influenced by considerations of religion, race, caste, community, language or any inducement, he added.
He appealed the people not to underestimate the value of their votes and never to sell the votes during election time due to inducement or fear. He also urged the young voters to use their vote in a more responsible manner to create a progressive and developed nation. He further said that voters’ percentage in Arunachal has always been encouraging and efforts should make to achieve 90 per cent turn out of voters in next assembly election, which will be possible only through proper motivation and awareness on value of votes.
Chief Electoral Officer C B Kumar in his address said the main aim of the day is to encourage young voters to enroll themselves in electoral roll, to participate in the election process of the country and to spread awareness among voters. He requested the voters to vote ethically. The CEO also lauded the district administrations for successful completion of Electoral Roll process and said that shortly final state electoral roll is going to be published. He further said that no ineligible voters should be encouraged to vote during election, persons having proper EPIC should cast their votes without any fear or inducement.

ITANAGAR, Jan 25: Deepti Apang has passed away at Banskota, Pasighat early this morning. Late Deepti, 50, was the wife of former Chief Minister Gegong Apang.
She was a social worker and served the Adi community in particular with her innovative ideas to promote its rich culture and was conferred with lifetime North East PPL award during the Independence Day celebration in 2011. Deepti (Boko) Apang, born in Jiya village of Lower Dibang Valley district was nurtured and brought up under care of retired Joint DSE T S Boko. She had also served the state in the police department.
As the news of her demise spread, a pall of gloom has descended in East Siang and hundreds of dear and near thronged to her private residence at Banskota to pay their last homage.
Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma has expressed shock and grief on the sudden demise of Deepti Apang.
In his condolence message to former Chief Minister Gegong Apang, Governor said that Late Deepti Apang always took immense interest in showcasing the traditional art and culture of the State. Joining the bereaved family members, Governor offered prayers for eternal peace of the departed soul.
Chief Minister Nabam Tuki has deeply mourned the untimely and sudden demise of Late Deepti Boko Apang.
In his condolence message addressed to former Chief Minister Gegong Apang, Tuki said “It pains my heart to write to you at this moment of extreme grief. I humbly endure to share with you the saddest times of your life though I know that it would be hard to do so and ease the pain you and your family are going through”. Remembering late Deepti Apang as a steward who inculcated cultural values to the younger generation by promoting the rich cultural heritage of the state, Tuki admired her for being an active social worker who had been working relentlessly for the welfare of women folks. “She will be remembered forever by the people for her contributions as a social worker, an educationist and a good human being,” Tuki said.
While extending solidarity with the family members, Tuki prayed Almighty God to give enough strength to bear this irreparable loss.

The Lower Dibang Valley District Unit of Adi Baane Kebang has expressed deep shock at the sudden demise of Deepti Apang. Her death has created a vacuum in Adi Society particularly in woman wing of ABK as she was actively involved in many social activities of the unit. Late Deepti Apang was also instrumental in successfully organizing the Golden Jubilee Baane Solung 2013 at Parbuk last year, the district unit said while expressing solidarity with the bereaved family.
The Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) expressed shock at the sudden demise of Deepti Apang.

AAPKU laments delay in releasing flood relief
ITANAGAR, Jan 25: All Arunachal Pradesh Kishan Union (AAPKU) has expressed strong resentment over delay in releasing flood relief to the affected farmers of Hollongi village.
According to the Union, a joint survey to assess the properties lost/damaged in the flash flood by the affected people was conducted by a committee comprising Balijan ADO, Yupia DDMO, JE PWD, EE PWD (Highway) led by EAC Balijan following instruction from Papum Pare Deputy Commissioner and detailed report submitted. The final spot verification should have been conducted within September 15, 2013. But the same has not been done till date, the union lamented.
The union along with the affected farmers/villagers and Lower Balijan ZPM called on the Papum Pare DC recently and appealed him to expedite the process for releasing relief to the affected people at the earliest.

The steel truss single span with RCC deck bridge of 80 mtrs is supposed to be completed within 24 months. However, the Chief Minister directed the executing agency to complete the bridge within 15 months, which was in principle agreed upon on the spot. He also assured the villagers that the approach roads to the bridge would be taken up on priority and completed within the said 15 months so that connectivity eluding the area is established at the earliest.
Addressing an impressive gathering of village folks, officers, panchayat leaders and gaon buras on the banks of Panyor River – also known as Ranganadi – Tuki reiterated that the state government is committed to the development of each and every corner of Arunachal Pradesh. Tuki, while commending the availability of usable land in the area, observed that Kimin and its adjoining areas could be well developed as an industrial estate. He assured that if people want and offered sufficient land he would go ahead with his idea. And to begin with he offered to establish a thermal power plant in the area that would not only meet power demands of the citizens but also feed the industrial establishments that would come up in years to come.

‘Concrete tourism policy is required to increase tourist flow’
ITANAGAR, Jan 25: The policy makers must come up with some concrete policy on tourism and have strong will to implement them for development of the sector in Arunachal Pradesh, said Lower Subansiri Deputy Commissioner Marnya Ete.

Responding to a request from the participants to ban hunting in Ziro Valley, the Deputy Commissioner told that the government has banned issue of gun licences now. Guns, as such are not issued for hunting purpose and so using them for hunting is illegal, he said. He asked the community members to bring to the notice of the authority any hunting activity in the area.
The Superintendent of Police urged the homestay operators, hotel owners and tour operators to keep the local police informed about the tourists arriving in the district. Resource persons for the training included OkenTayeng of Abor Country Tours & Expedition, Shishir Adhikary of Help Tourism and other tour operators and tour guides of Ziro.
The course content emphasized on promoting responsible tourism and equipped the trainees with all aspects of hospitality. They were briefed about the general knowledge about the people and place of Ziro as well flora and fauna in the area.
Earlier on January 23, the training program was launched by the Deputy Commissioner

Attending the programme, Deputy Commissioner Nidhi Srivastava urged the attendants especially the students to keep the tourist places like Raneghat and Komlighat tidy and hygienic so that tourists would find these places worth visiting.
Earlier, District Tourism Officer, Nuyee Talong in his address highlighted the importance of keeping tourist destinations tidy and hygienic so as to attract more tourists in days to come.
Chief Councilor, Pasighat Municipal Council also spoke on the occasion and urged the students to advice their fellow beings not to throw any unhygienic and polluting materials along tourist spots like Ranéghat. He also said that, his municipality is going to take up this clean drive seriously.
The programme was actively participated by 200 students of IGJ Govt. Hr. Sec. School, Pasighat.
